China Updates Export Controls on Dredger Components: What Foreign Founders Need to Know
China's Ministry of Commerce and General Administration of Customs announced optimized export control measures for dredger-related items, effective November 18, 2026. Foreign founders involved in manufacturing or trading these items must understand licensing and customs declaration requirements.
China Adjusts Export Controls on Dredger Components
On October 19, 2026, China's Ministry of Commerce (MOFCOM) and the General Administration of Customs issued Announcement No. 51 of 2026, unveiling optimized export control measures for certain dredger-related items. The measures, approved by the State Council, are grounded in the Export Control Law, the Foreign Trade Law, the Customs Law, and the Regulations on Export Control of Dual-Use Items. They take effect on November 18, 2026, and the Dual-Use Items Export Control List will be updated accordingly. For foreign founders operating in China's manufacturing or trading sectors, these changes may affect export compliance obligations.
Which Items Are Now Subject to Export Controls?
The announcement specifies three categories of dredger-related items that require export licenses.
1. Dredger Mud Pumps and Key Components
Certain mud pumps and their key parts are now controlled. Specifically:
- Complete mud pumps (reference HS codes: 8413709120, 8413709980) that meet both of the following characteristics: (a) suction inlet inner diameter of 0.55 meters or more; and (b) maximum pump speed of 400 rpm or less.
- Key components specially designed for the controlled pumps, including: (a) pump casings with an inner diameter of 1.3 meters or more, including inner and outer casings (reference HS code: 8413910010); and (b) impellers with a diameter of 1.3 meters or more (reference HS code: 8413910010).
Technical definitions are provided: “suction inlet” refers to the opening through which fluid or medium enters the pump during operation; “pump casing inner diameter” means the inner bore diameter of the casing; “impeller diameter” means the outer diameter of the impeller blade wall.
2. Dredger Dragheads
Dragheads used in trailing suction hopper dredgers with a suction pipe diameter of 0.55 meters or more (reference HS code: 8479109010) are controlled. The “suction pipe diameter” is defined as the inner diameter of the draghead discharge opening.
3. Dredger Cutters
Cutters used in cutter suction dredgers with a cutter ring outer diameter of 2.1 meters or more (reference HS code: 8479109010) are controlled. The “cutter ring outer diameter” is defined as the outer diameter of the cutter head base.
Licensing and Customs Declaration Requirements
Exporters of the above items must apply for a license from the competent commerce department of the State Council in accordance with the Export Control Law and the Regulations on Export Control of Dual-Use Items. Additionally, exporters bear responsibility for the authenticity of customs declarations and must strengthen the identification of export items.
- If an item is subject to control, the exporter must note “belongs to dual-use items” in the remarks column of the customs declaration form and specify the dual-use item export control code.
- If an item is not subject to control but its parameters, indicators, or performance are close to the controlled thresholds, the exporter must note “does not belong to dual-use items” and provide the specific parameters and indicators.
- If customs has doubts about the completeness, accuracy, or authenticity of the declared information, it will raise a query in accordance with the law, and the goods will not be released during the query period.
Practical Implications for Foreign Founders in China
Foreign founders who are involved in the production, trade, or export of dredger equipment or components from China should take note of these updated controls. The measures clarify the scope of controlled items and impose strict declaration obligations. Companies must ensure that their export documentation accurately reflects whether their products fall under the controls. For items near the thresholds, providing detailed technical parameters is essential to avoid customs delays. Given the effective date of November 18, 2026, businesses are advised to review their product classifications and compliance procedures well in advance.
